The CLient Center (CLiC) for Fees and Charges is the Secretariat of the Task Force on Fees and Charges’ online helpdesk and ticketing platform.
- Provides a seamless and structured queueing and service-management system for clients of the Task Force on Fees and Charges;
- Serves as the primary front-end platform for coordinating:
- Requests for technical assistance;
- Consultations and meetings; and
- Follow-ups and clarifications related to the review and updating of fees and charges.
- Helps ensure that requests from NGAs and GOCCs are properly logged, tracked, and responded to within reasonable timeframes.
The Task Force on Fees and Charges
- monitor compliance of national government agencies with AO 31 and its IRR;
- monitor the actual imposition or enforcement by the NGAs of their new/revised fees;
- monitor collection of fee collecting agencies;
- prepare status reports for higher authorities;
- render technical assistance to the agencies, upon request

NTRC as the Secretariat to the Task Force on Fees and Charges
Pursuant to Administrative Order No. 31, series of 2012, and its IRR, the DOF-DBM-NEDA Joint Circular No. 1-2013, the National Tax Research Center (NTRC), as the Secretariat to the Task Force on Fees and Charges, provides technical and policy support to national government agencies and government-owned or -controlled corporations in the review, rationalization, and updating of their fees and charges. As Secretariat, the NTRC coordinates requests for technical assistance, facilitates consultations, and ensures that proposed fees and charges are aligned with existing fiscal policies, legal requirements, and cost-recovery principles.
