NTRC as the Secretariat to the Task Force on Fees and Charges
Pursuant to Administrative Order No. 31, s. 2012, and its Implementing Rules and Regulations under DOF-DBM-NEDA Joint Circular No. 1-2013, the National Tax Research Center (NTRC) serves as the Secretariat to the Task Force on Fees and Charges.
In this capacity, the NTRC provides technical and policy support to national government agencies and government-owned or -controlled corporations in the review, rationalization, and updating of their fees and charges.
As Secretariat, the NTRC:
- Provides technical assistance on the determination of rates of fees and charges
- Conducts consultations, workshops, and orientations on the proper application of the cost-recovery principle in determining rates of fees and charges
- Ensures that proposed fees and charges are aligned with fiscal policies, legal requirements, and cost-recovery principles
